- Architecturally significant changes are present or architecture review is required by policy
Workflow
- Architecture reviewer evaluates artifacts and emits findings.
- Moderator determines whether the panel is complete and what aggregate state it should emit.
Moderation rule
The moderator may emit approve, conditional, or block at the panel-state level only. It must not originate architecture findings.
Done criteria
- Architecture findings are present
- Panel state is explicit
